Course Goals (acquired competencies): Acquiring knowledge on the support schemes for Renewable Energy Sources (RES) and Energy Efficiency (EnE), their effective implementation in EU and the Republic of Macedonia, as well as, developing skills for applicability assessment of different support schemes in dependence on the specific socio-economic conditions and the required results.

Course Syllabus: 1. Europe Third Energy Package and Energy Community Policy: Objectives – „20-20-20 by 2020“, Directive for promotion of RES, Directives for promotion of EnE, Obligations of the Republic of Macedonia as a contracting party to the Energy Community Treaty, Strategies and Action Plans for promotion of RES and EnE in the Republic of Macedonia. 2. Schemes for support of RES: Investment based subsidies; Tax based subsidies; Feed-in Tariffs; Feed-in Premium; Programs for participation/shareholding; Green Tariffs; Tendering System; Tradable Green Certificate System; Environmental Taxes; Voluntary Agreements. 3. Implementation and Results of support schemes for RES: Implementation and experiences in EU, South East Europe and Republic of Macedonia. 4. Schemes for support of EnE: Environmental Taxes; Tax exemptions; Possible pass-down to end users of suppliers costs; Possible pass-down into the wholesale electricity price; Investment based subsidies; White Tariffs; Preferential Loans; Sale of Kyoto units; Fiscal incentives financed via Government budget. 5. Implementation and Results of support schemes for EnE: Implementation and experiences in EU, South East Europe and Republic of Macedonia.
